If using a emulator to overclock JM1 didnt speed up gameplay. If that were possible it might be possible to play the game with 20 bikes enabled in 2 player mode and have it run at a decent frame rate. Now that'd be fun.

Unfortunately, the programmers of JM1&2 weren't the best around. JM1 running at 15 FPS while its graphics aren't even comparable to JM3 or JM4's, both games running at a solid 30 FPS proves that. They coded the game badly, and a part of that bad coding makes it impossible for these games to be played at a higher FPS without changing every value in the game's physics, which is something we cannot do as of now. In the meanwhile, JM1 PC plays at 60 FPS, so you could play that if you want a high number of FPS in JM1, but your resolution is limited compared to ePSXe's unlimited resolution settings.

Yeah, they probably used frame-based calculations instead of delta time. I've seen videos of Star Fox overclocked to run at a higher frame rate with a minimal change to speed, and Jet Moto 2 CE runs pretty similar despite a faster frame rate, so this may just be a JM1 thing.

Nah, JM2 also runs its calculations based on the FPS. If you set the CPU overclock to 1.5x (30 FPS instead of 20 FPS, same as JM2: CE), the game will be as fast as JM2: CE. JM2: CE isn't faster because the bikes are buffed, but because it runs at 30 FPS. Putting the overclocking to anything above 1.5x makes the game unplayable because of how sped up it becomes.
