I see that machu picchu in jet moto 3 have a mountain background by opening the original .tim file, but, while playing, you will just see grey fog.
Someone can explain me why and by the way, i have another question, why, if we extract the rom into a normal file and recompress it into a rom, the emulator dont read it(the playstation dont read it too)?

It's not really a defect. The developer put the fog in the game, but why they put a mountain in the background if you can't see it. As for the rom thing I don't know. No, but if you see the mini-test play in the select track menu, you see the real backgrund, WTF!?

I think it was due to the fact the track needed the fog to run as fast as it did.

The fog is used to allow the game to render less polygons while hiding the reduced draw distance. If you play Minecraft, you would know that higher fog allows the game to run faster.

Actually, in minecraft, when I put fog, it runs slower than when I put the render distance to tiny, without fog. It says in optifine mod that no fog is faster, I think that the playstaion 1 was just unable to handle a such big track, and it would look strange if we would see not so far away, but with no fog.

Well in Minecraft it's because it's not optimized properly. Everyone cites the sloppy code. It's inconsistent for everyone.
I think the true reason for the fog in Machu Picchu is because they jacked up the speed of the bikes after they completed the tracks. Because of it, they had to use fog so the game can run.

I have another Think, it may be just to make the track mystery and a little bit scary! as we now the Inca people is gone by Spanish Conquest in 15th-century and some of the ruins have been destroyed by them either, also if you checked well the sound in the track itself You will notice some Strange sounds like crying or something like this!

Yeah, that's a creepy one, those sounds are almost not audible, wich creates a feeling of stress and creepyness, you can not realize it until you focus on them, but you still know they're there.

I still think the fog was something like speeding up the game or hiding some parts of the track, but that may be to make it scarier. I don't get why they didn't remove the background, because even if I put it in another track, wich works if it is with the same .TXB file, it shows up corrupted, since the other tracks works, the fog may be because when they made a modification to the file, the background lost it's compability.

The fog hides unloaded parts of the track. Think Minecraft. Bikes are running around the track faster than the console can load the track. It's literally the only reason fog is ever used.
I got to explore this track though, the weird sounds intrigues me. JM games always had little quirks.

Like Ka-Ma-Te, you can hear voices, one of them sounds like : "it's easy..." I don't actually understand anything, that's the only recognizable voice I hear, I don't even know if that's what it is actually saying
