Alright. First thing you are going to need to do is download epsxe from here:
Offical epsxe
And you will need a program to extract files, be it WinRAR or 7zip.
After you download epsxe you must find bios for it, in order for you to run it. The Bios you will need is Scph 1001 - USA
Once you have obtained your Bios find your epsxe folder, where ever you may have extracted it. In my case it is in a folder called "My Stuff"
Once inside your epsxe folder it should look like this:
The highlighted folder is where your bios goes. Keep this folder open because we are going to revisit again.
Now we download video, audio and CD-ROM plugins. Here is what I recommend.
Video Plug-ins:
Pete's DX6 D3D Driver 1.76 This is the diver I have best results with in gameplay and recording.
P.E.op.S Soft Driver 1.18 This one I had the best results with in multiplayer, its not the prettiest looking though.
Pete's OpenGL2 Driver 2.9
(A note on video drivers, The soft driver works with any other driver when playing multiplayer, but DX6 and the OpenGL2 drives seem to have issues and not play nice with one another so before starting a match, the best way to eliminate issues is to figure out what driver works best for you AND your second player.)
Audio Plugins:
Eternal SPU 1.41
epsxe SPU core 1.9.0 (Comes with epsxe)
CD-ROM plugin:
epsxe CDR WNT/W2K Core 1.7.0 Only one I have ever used and comes with epsxe.
Now comes the CyberPad Download:

Make sure you read how to set it up on his site.
Once you have downloaded all of these you can place them in your plugin folder in the epsxe directory:
Next you start epsxe. It should look something like this:
Click Config.
The next page select your Bios, in your case you should only have one:
Click next and pick your selected video driver and then hit configure:

Depending on which driver you picked you will get something close to this:
For video config I recommend clicking nice, then changing the resolution to what ever you desire and then click OK. The next to pages are the same. Click your plug ins you've downloaded or ones that are already with epsxe and click next.
It should ask you to configure your game pad. I recommend using a actual controller, but it can be configured with the keyboard. After you finish that hit ok and then next. You should get a message saying the set up is complete.
Next hit Config on the top toolbar of the epsxe witndow and click netplay:
You'll again be greeted with a plugin select screen. Select Cyberpad 1.4.
Now epsxe is all set up and ready to play online.
(on a side note you may have to configure your firewall or router to allow cyberpad and Kalliera to connect to the internet.)
Now put your disc in the CD ROM drive, be it Jet Moto or a different game. If any windows prompt pops up, ignore it and exit out.
On epsxe click file on the top left and then Run CD-ROM. A window like this one should pop up:
From here you configure your username and find servers. For the best results find servers with the lowest ping for you AND your partner. Once you find a server click connect and a screen like this will pop up:
The bottom of the screen is where you choose to join a game or host a game by creating a new game. Ideally the person with the lowest ping should host.
once both of you are in the room together start the game. If everything went as plan the game will launch and the host (one player will select the game mode. and two player will see the movements.) And wallah! you two are playing games together.
Jetmoto 1, 2 and CE work perfectly.
JetMoto 3 has lag issues with epsxe on single player so it will possibly be extremely laggy on multiplayer and cause desync. If you can get JetMoto 3 to work on epsxe without these issues it would most likely work.
JetMoto 2124 works, but do to the unfinished second player rendering a lot of popup and disappearing happens on second players screen.
